Legal and Compliance Officer

We are looking for a Legal and Compliance Officer who will be responsible for the daily wide array of Compliance responsibilities of our bank. You will be reporting to the Country Manager Belgium and the Legal and Compliance Manager at our head office in Rotterdam.

GENERAL OBJECTIVE OF THE POSITION
You have a fully independent control function that monitors, trains and assesses on compliance with legal and regulatory requirements and internal policies. You provide advice and manage compliance risks. You also perform controls and establish procedures.

PLACE IN THE ORGANISATION
You are part of the Belgian Compliance and Internal Control Unit, which is responsible for the optimal and qualitative operation of the Belgian Department.
You supervise and work closely with the Internal Control Officer colleague. 

TASK AND RESPONSIBILITIES

  • Advice on planned/scheduled updates in relevant Belgium Laws and Regulations.
  • Preparation of non-financial reporting to the relevant authorities;
  • Support in the development of compliance initiatives and programs to comply timely with the respective legal and regulatory obligations; 
  • Support in the design, development, and implementation of a risk assessment framework to support all customer interaction; 
  • Support the improvement of tools to monitor, analyze, and report suspicious activity; 
  • Ensure consistent and timely feedback on cases that have been escalated;
  • Handle the management and execution of second line monitoring and assessment for Anti-Money Laundering/Counter-Terrorism Financing (AML/CTF), including file reviews of (suspicious) transactions/clients; 
  • Ensure detailed and prompt investigation of all AML/CTF incidents and cases. Help with identifying any AML/CTF loopholes and coordinating projects to bridge those gaps; 
  • Improve and maintain AML/CTF policies and procedures, reflecting changes to legislation and other regulatory requirements in this respect.
  • Management and treatment of customer complaints escalated by the first line; manage the resolution of cases through internal and external communications (OmbudsFin…);
  • Act as first point of contact with external parties like lawyers, judicial organizations; 
  • Provide relevant compliance reporting to ensure the completion and proper analysis of suspicious activity reports that have been conducted;
  • Develop and execute –in collaboration with Compliance/Legal department Head Office - training for staff in various business units as required. Provide advice, guidance and support to new or less experienced staff members to raise compliance awareness and effectiveness.

COMPETENCE PROFILE

  • Bachelor's degree or a Master's degree (Law or Banking & Finance is a plus)
  • Similar experience in the banking sector is a plus
  • Impartial attitude, maintaining a sufficiently independent state of mind to clearly demonstrate independent and objectiveness in matters affecting conclusions
  • Respect the confidentiality of information acquired while functioning
  • Team spirit, autonomous and structured attitude
  • Language skills: good knowledge of Dutch, French and English in spoken and written
  • Confident and professional demeanor
